Core 412 - CSS loaded late? - Page Flicker
Every page that is loaded has a noticeable flicker.... the UL LI css seems to be loading late, so a generic list is displayed for a fraction of a second before the correct CSS is loaded.
Never seen this on any previous version.... going back to 411 fixes it.
