Reassign Provider even when one exists triggers one screen message/ema

If you have only one Provider and select an appointment to re-assign, even though you select the same provider it triggers a message on screen and send email out.

Please detect previous Provider matches post provider and do nothing or indicate on screen message that "No change in provider"
